Worldwide MINI Sales down -9.6% for May 2014
Does this mean that sales were up 9.6%?

It is amazing to me just how many mistakes you can catch in various forms of journalism and advertising nowadays.  Drives me nuts.  If a writer doesn't care enough to learn proper English and then check to make sure, they don't deserve their $15/hour.  Who is the copy editor anyway.  Both are overpaid at $7.50/hour.  This is as bad to me as the mechanic using a crescent wrench or hose pliers to try to remove the bolt in your oil pan.

Jeez.

Applying the double negative makes a positive rule here is somewhat miss-directed.  In this case, DOWN does not denote a value like "not" or "none" or "no" but is rather indicative of a relative direction applied to the subject (MINI sales) and does not negate the minus value of the percentage expression.
